Cherwell Local Plan Review 2040
Cherwell District Council has prepared a new Local Plan for Cherwell District and would like your views before we submit it to the Secretary of State for independent examination.
All comments must be submitted by 11:59pm on Friday 14 February 2025.
The Local Plan will guide our decisions on planning applications and contribute to the achievement of sustainable development. It is a Plan to meet our development needs, to respond to climate change, to protect the environment and to support our local economy and communities.
In making your comments we would like you to consider whether the Plan is ‘sound’ and whether it complies with the necessary legal requirements for plan making. The Planning Inspectorate has produced a useful guide to making representations at this stage of the plan making process.

Commenting on Planning Applications
All comments (including objections) received will be taken into account when considering the application. The comments we receive cannot be confidential. All letters of objection/support become part of the application’s case file, which will be published online.
The nature of your comments must be relevant both to planning and to the application in question.
Only material planning considerations can be taken into account for the purpose of determining a planning application.
Material considerations can include (but are not limited to):
- Design, appearance and materials
- Overlooking/loss of privacy
- Loss of light or overshadowing
- Parking provision
- Highway safety
- Traffic congestion
- Effect on listed buildings and conservation areas
- Environmental pollution e.g. noise, odour, dust, smoke etc
- Drainage and flood risk
- Landscape impact
- Nature conservation
- Impact on trees
- Allocated development sites identified in the Local Development Plan and or Neighbourhood Development Plans
- Government policy and guidance
- Previous planning decisions (including appeal decisions)
However, whilst they may be important to you, there are matters that are not material considerations and cannot be considered when determining an application. These include:
- The applicant’s background
- Loss of views
- Loss of property value
- Maintenance of property
- Boundary disputes, covenants or other property rights
- Private rights of way
- Loss of trade or increased competition
